On the road to the 2014 Women’s Rugby World Cup
The WRWC Qualification Tournament for Europe and Oceania, will be organised by FIRA-AER and take place in Madrid from 20 to 27 April 2013. Teams from ranking pool A will play only the 3 teams from ranking pool B and vice versa and match points will be awarded using the bonus point system. At the conclusion of the tournament, the teams are ranked one to six based on their cumulative match points, and identified respectively as winner, runner up, third, fourth, fifth, sixth. The winner and runner up will qualify for WRWC 2014.

The Division C and Division D U18 tournaments were played from 2nd to 7th April In Ezstergom (HU) and Zenica (BH). All games were very tight and finaly Austria will play in 2014 in Division B and Denmark in Division C.

U18 Justin Bridou: Spain overpowered Russia to take the title in division A.
The first of the finals of the U18 Justin Bridou Trophy was decided in division A: Spain had a brilliant win against Russia (47-0). The Spanish team won the division without conceding any point with their different opponents (Sweden, Germany and finally Russia). Ranking third of division A, Poland did a surprising performance against Germany (30-6). Romania took fifth place easily against Czech Republic (30-7). Finally in the relegation game, Belgium avoided defeat, which leans Sweden will now be relegated to division B (46-14).

France U18 to visit Grenoble
Wednesday, March 27, the team of France had a very full day with the Legacy program: after a swimming session in the pool,they went to the reception organised by the pupilles de l'air, an important military institution in Grenoble, to meet the students, who appreciated this visit very much. A team jersey of France was offered by Captain Anthony Meric to the Colonel Chabane, commander of the EPA in the center and Lieutenant Colonel Bordère commander EPA. Students talked with Thomas Jolmes,one of the players who come from Grenoble.

Belgium - No winter break for the referees and coaches
Begining of January with an heavy programme for the Belgium coaches and referees. First the coaches in Hasselt on 5 and 6 January followed by the referees. The Belgian Referees Committee took advantage of the winter break to organize a workshop for the national panel referees on Saturday 12/01/2013 at Boitsfort Rugby Club. Then the referees again on 13 January in the British Rugby School.

Belgium XV to Emirates Airline Cup of Nations in Dubaï
The second Emirates Airline Cup of Nations XV’s tournament will be played on December 8th, 11th and 14th in Dubaï. Participating in this year’s tournament are Zimbabwe, Belgium, hosts UAE and reigning Champions Hong Kong. Competition is expected to be fierce with the three visiting-countries so closely ranked (Belgium 23rd, Hong Kong 28th and Zimbabwe 29th) and while the bar may be set high hosts UAE will be looking at this XV’s tournament to lift their playing standards to a more competitive level.

Women’s International 7s Tournament – NRC, Marcoussis (FR) – 12-13 October 2012

The Webb Ellis Cup celebrates the beginning of the European qualifications in the RWC on 2015
THE IRB, the RWCL and England 2015 with the support of the FIRA-AER wanted to emphasize the beginning of the qualifications in the World cup 2015. High level workshop for referees in Bucharest (RO)
From 2 October starts in Bucharest (RO) a high level workshop for FIRA-AER referees. This workshop concerns best referees from Poland, Russia, Romania, Spain, Portugal Ukraine and Belgium. 12 referees under the Management of Mathieu Raynal, professional referee from France ; Michel Lamoulie (FR) and Patrick Robin (FIRA-AER referees Manager). Those referees will be appointed for the next ENC games in a few weeks.

Alfredo Gavazzi, new President of Italian Rugby Union
Alfredo Gavazzi was elected President of the Italian Rugby Federation at FIR’s General Assembly held in Rome on Saturday, 15th September. Alfredo Gavazzi has taken over from Giancarlo Dondi, who chaired the Italian Rugby Union for 16 years serving four terms as FIR’s President and who had annouced earlier this year that he would no longer stand for a further 4-year term.

France retain FIRA-AER Euro Beach Rugby Cup
The beach of Les Sables d’Or near Biarritz, France, celebrated the 20th Anniversary of the Anglet Beach Rugby Festival and played host for the second year in a row to the 2nd edition of the FIRA-AER Euro Beach Rugby Cup last weekend. In a region synonymous with its passion for Rugby and renowned for its beaches, 10 nations from across Europe fought it out on two pitches over two days in front of a large international crowd which saw inaugural champions France retain their crown.

In his review of a year abundant in sporting as well as administrative successes, Jean-Claude Baqué singled out the following for praise: the community values espoused by the Justin Bridou U18 Championship, the high standard of play at the Sevens Grand Prix Series and Women’s competitions, the great work carried out at the NTD and General Secretary meetings in Budapest. He also spoke of the frank and open discussions on the action plan which took place in Dublin and the closer relations between FIRA-AER and the Six Nations. The Chairman finished his sporting review by stating that “the countries that have a NTD in place are making the most progress”.

Preparations for Justin Bridou U18 European Championship already underway
The details of the Men’s, Women’s, Youth and Sevens rugby competitions will be outlined in detail later in this edition. Michel Arpaillage and Douglas Langley presented a report on the work carried out in the different sectors and spoke of a policy aimed at creating greater movement between the different nations. He complimented Georgia and Belgium (two nations at the top of their game), and also congratulated Denmark, Bulgaria and Bosnia on their promotions. He singled out the progress made in the Women’s sector and called for greater work in the area of the Youth sector, which is currently dominated in world competitions by the southern nations.

Internet site: 30% increase in hits
In his introduction, Bernard Jargeac, Head of Communications, reminded us that the site is now available in two languages (French and English). He gave details of how the site functions and expressed his delight at the success of the forum and especially at the large number of hits, (600,000 per year, i.e. 100,000 more than last year) from all over the world. This amounts to a 30% increase on last year.

JL Barthes: “47 nations, 6 000 clubs, across all of Europe”
In his report, which was unanimously passed, the General Secretary, Jean-Louis Barthes, having thanked the Danish organisers (their 3rd time to host an AGM, having done so in 1975 and 1990) and paid homage to the memory of Albert Ferrasse, gave a detailed, pithy review of FIRA-AER’s activities. These activities are outlined in a 107-page document produced in French and English and covering the competitions, meetings and training courses. He went on to state that this document is extremely comprehensive and of an excellent standard and that it contains all of the events which punctuated the season: results, competition classifications, working meetings, administrative, sporting technical and refereeing courses, and reports from the Executive Committees, Administrative Councils and AGMs”

Michel Arpaillange: “Our priority is to have 1,200,000 members by 2015”
It was the job of the two Regional Development Managers, Michel Arpaillange and Douglas Langley to present the sporting review of the NTD meeting in Budapest. This was a detailed and comprehensive report which included; the training of NTDs, grant applications, educator courses (32 participants), mass participation projects and competitions by grade and age category. A meeting has been scheduled for August to standardize all of the IRB initiatives.

One of the most satisfying things to emerge from the last World Cup (the most sensational yet, according to Kit Mc Connell) was that it produced the greatest number of television viewers ever. Medals: An investment in the future
It is a FIRA-AER tradition to end all General Assemblies with the awarding of bronze, silver and gold medals. These awards are, usually and in almost all cases awarded for services rendered. In his speech during the awarding of the medals to the recipients, Jean-Claude Baqué stated that “it is an excellent idea to reward the young”. It is an effective way of investing in the future”.

IRB: 10 million sterling for strategic plans
One of the top referees from the European AGs, David Carrigy, representing the Chairman of the IRB Bernard Lapasset, delivered a cordial message on his behalf. “It is always a great pleasure to be here with you. The IRB representatives appreciate your hard work. Your support for the development of rugby can only get better. You are truly part of the IRB. We are living in difficult times; however the positive financial figures of the last World Cup mean that the IRB can continue to provide financial aid. A new financial policy has been adopted. It involves the release of funds for strategic purposes (on-going development) which will be outlined at a later date, totalling 10 million sterling. Our internet site and videos are at your disposal. A huge effort has been made in Women’s rugby (110 nations, more than one million players). This steady growth has exceeded our expectations. We are sure FIRA-AER will take full advantage of this growth in the development of its structures. Thank you for the work you are doing”.

Unanimous vote for Turkey
The three candidates for the Administrative Council, Rossen Cholov (Bulgaria), Klaus Blank (Germany) and Bill Nolan (Scotland) were unanimously elected by the AGM. The Chairman of the Legal Committee, Jean-Jacques Zander, announced the permanent withdrawal of Armenia due to its inability to pay its subscription fees and stated that it will be penalised at the Executive Committee meeting in October. He also made reference to the financial compensation that Lithuania owes to Sweden (travel expenses).

Rugby at the Youth Olympics 2014
Jean-Claude Baqué gave a report on behalf of Raul Martins who was unable to attend and whom he had already replaced at the IRB Council. He spoke firstly about the creation of an official committee (as requested by Chairman Lapasset) to deal with regional associations. This committee would have a rotating presidency and would serve to highlight the needs, projects and the opinions of the associations. It would hold 2 or 3 meetings per year.

Preparations underway for the 2013 Congress in Sweden
In her presentation on the 2013 Congress in Stockholm (3 to 7 July), the Chairwoman of the Swedish Union announced that she was ready to welcome the entire European delegation. Jean-Claude Baqué pointed out to her however, that to “to enable them to work more efficiently the General Secretaries and the NTDs would prefere to be accomodated separately . This unfortunately means they will not get to experience the historic location chosen to accommodate the Congress, i.e. the hotel in which the Nobel Prizes are awarded!

Expenditure down, revenue up by 2%
It was the job of the Head of Finance, José Maria Epalza, to give a review of the financial situation of the last tax year (1st July 2011 to 30th June 2012). Despite the reimbursement of visas and the aid given to unions who do not receive financial assistance from the IRB and also to countries who have increased by 6% on the previous tax year (due to new competitions) and thanks to the tighter control of administrative costs (10% decrease (i.e. €10.000) on last year and 30% decrease due to organising the Executive Committee meetings in Paris), expenditure is down by 3% on last year.

It comprised the strategic plan, the membership management software (which shows FIRA-AER’s desire to assist unions), the establishment of a working group to deal with meetings and objectives, the application of Regulation 9 (availability of players), grants, the standardization of competitions (ENC, U18 and 7s), insurance, communications (articles on the internet site).

The FIRA-AER 7's European Championship started this week-end in Lyon (France) MATMUT Stadium where the TOP 14 Club LOU is hosted. This was the first round of the 2012 7's Grand Prix Series played by the 12 best European 7's teams. In total, 42 fixtures were programmed on Saturday 2nd and Sunday 3rd June. The last game shows England wining the title after a very interesting finale under a pouring rain.

The Trophy U18 Justin Bridou opens on Friday, 30th March in Madrid. Friday March 30th, begins in Madrid (Spain) the Trophy FIRA-AER U18 Justin Bridou. This European Rugby Championship U18 is reserved for the players born in1994 and 1995. The Tournament is organized for the first time in Spain by the Spanish Federation of Rugby (FER) and will last until Saturday, April 7th.In the three divisions, the teams will be in confrontation in quarterfinal, semis then finales using as ranking matches. 24 teams divided in 3 pools of 8 teams, 624 players and 36 games, about 40 referees and more than100 volunteers are going to live up this magnificent competition.

Official launching of the 7’s GPS in Lyon
The second edition of the 7’s Grand Prix series in Lyon was officially announced - 2/3 June 2012 - during a press conference held in the magnificent town hall this week. The deputy mayor in charge of sports, Thierry Braillard, is glad the French stage of the competition is taking place in Lyon. Accompanied by Daniel Falque, Vice-President of the French Rugby Union, and Yvan Patet, President of the LOU rugby club, he confirmed that this choice was resolutely forward-looking. They believe 7’s rugby, becoming an Olympic sport in 2016 in Rio, has a huge potential and has a larger scope than fifteen-a-side rugby.

Belgium - Learning week-end for Referees

FIRA-AER National Coaching Conference & Sevens Refereeing Workshop, Amsterdam, 10-13 November 2011.
On 10th November delegates of the above assembled at the NRB National Rugby Centre for the opening of the Conference & Workshop. FIRA-AER President, Jean-Claude Baque & NRB President Willem de Jong started the conference and welcomed the delegates. The Conference was a sequel of the 2010 Coaching Conference focusing on Rugby Sevens.

Death of Albert Ferrasse
The world of Rugby and FIRA-AER was extremely saddened to learn that former FIRA-AER and IRB Chairman Albert Ferrasse has passed away aged 93. A great stalwart of the Game, Ferrasse served twice as IRB Chairman in 1980 and 1987, IRB Council Member between 1979 and 1992, FIRA-AER President between 1989 and 1997 and was the man who had the idea of the Rugby World Cup.

Fundamentals rights in sports - Doping 2011
A new workshop will be given on 21 January at the Maison du Barreau de Paris. This seminar will present the mains problems in the morning, works in group per topic in the afternoon. General Assembly in the evening with report from the three workshop described below and a report at the end of 2011. Healthy finances despite economic crisis
José Maria Epalza and his assistant Ole Nielsen presented a table of the current financial situation which despite the economic crisis and a policy to support increased numbers of competitions, remains reassuringly healthy. A surplus of €43,000 is recorded, while expenditure amounted to €2 436 000. 74% of income came from the IRB, 14% from sponsorship and the remainder from various other sources.

FIRA-AER vote Bernard Lapasset as IRB Chairman
Raul Martins, FIRA-AER representative on the IRB Council, had earlier explained why the election of the IRB Chairman was postponed to Los Angeles due to the late application of Bill Beaumont. The General Assembly therefore included the vote to appoint a candidate in its agenda. Bill Beaumont followed by Bernard Lapasset were given half an hour each to state their case. This involved a twenty minute address followed by ten minutes to respond to questions from the floor.

U18 - Justin Bridou Trophy in Spain well on track
Before the Spanish technical officer Ruben Duque outlined the details of the organisation of the event, Jean-Claude Baqué welcomed two “strangers” to FIRA-AER, namely Jon Davis from the UK and Jacques Laurans (Six Nations) and stated that FIRA-AER and the Six Nations were totally united in their efforts and were working hand in hand in all areas including youth rugby policy, training of staff and the development of women’s rugby.

To conclude on competitions, Jean-Claude Baqué welcomed the addition of Spain to the list of organisers. Up until now this role has been fulfilled by Italy and France with one event taking place in Wales . He went on to announce that the 2013 competition will take place in France.

2010-2011 strategic plan 95% complete
Chairman Jean-Claude Baqué expressed his satisfaction that “we have realised 95% of the strategic plan which we presented to the IRB”. He emphasised the effectiveness of the logbook created by the IRB. He went on to talk about the 2011-2015 plan, the fruit of collective labours which involved taking the previous plan and reviewing all areas in need of improvement. He spoke of the work carried out at the General Assembly in Las Palmas, then by the Executive Committee and then by the twelve or so participating unions. In January 2012 a final draft will be submitted with the help of the IRB and forwarded, in French and English, to all member nations.

The major debate of this General Assembly focused on the fascinating subject of increasing member numbers. In his opening address Michel Arpaillange stated that “ comparison between 2003 and 2010 shows that certain countries have not increased their number of players. Medical : efforts being made / noticable improvements
Doctor Jacques MOMBET, Chairman of the Medical Committee, announced the new anti-doping regulations and explained how they will work, in particular the withdrawal of the declaration of use; players will now be required to be in possession of a doctor’s prescription at all times for banned products which they might be receiving for treatment.

Competitions : more evently matched / new handbook
A general review of the competitions (men and women’s) was preceded by a report given by Bernard JARGEAC concerning improvements to the internet site (praised by José Maria EPALZA) and also the introduction of the bonus system which he remarked had lead to more dynamic and more evenly-matched games. His report focused on the first 25 matches (55 in total) played in divisions 1B, 2 and 3. On the financial front the IRB will provide the same assistance for 2012 as last year

High-performance Committee gets go-ahead
Two years after its creation, the High-Performance Committee, presided over by Octavian MORARIU, is about to achieve its objective: to provide the top teams with the exposure they deserve by launching an invitation to tender (media and commercial rights) which has resulted in negotiations with Eurosport and Sportfive. The arguments and views put forward by Eurosport would appear to be the most convincing.

Sevens: Scotland integrated in 2012

Led by Michel Arpaillange the final touch was made to the fixtures. One problem, between Finland and Luxembourg, remained unresolvable because of the absence of Cyprus. The “Boss” pays tribute to IRB development
Morgan Buckley, General Director of development at the IRB, kept a close eye on proceedings. Having presented the IRB strategic plan to the National Technical Directors and revealing that Rugby has gained 19% in new markets, that the number of players has increased by 18% since the last World Cup (33% in Africa, 22% in South America and 19% in Asia), that Rugby is now the 3rd most popular sport in the USA and that the 98 IRB member-unions generated 5.5 million players (this statistic refers to members only), he went on to review all the methods which would be used by the major nations, as well as the USA, Mexico and Brazil, to develop Rugby, and he urged the FIRA-AER nations to let their ideas be known. “What are you doing to hold on to players? Have you any new initiatives?”

Outstanding jointly-compiled strategic plan
The collective working session with the Chairmen was described by Jean-Claude Baqué: “As a key page for the future”. A page that strategically includes two crucial years: 2015 (World Cup) and 2016 (Olympic Games.) As all nations (with the exceptions of Armenia, Azerbaijan, Cyprus, Lithuania, Slovakia, Slovenia and Estonia) have added their contributions to the structure it is, according to the Chairman of FIRA-AER who chaired the whole of the meeting: “an outstanding joint operation. An improvement in the continuity issuing from 37 nations. The financial resources pump has been primed. It is now about planning. By speeding up communications (which are already better) with the VI Nations”.

A Communications Officer for each country
At the opening of the General Secretaries meeting and before handing over to Michel Arpaillange and Bernard Jargeac, Jean-Claude Baqué, standing in for Gilles Bizot, who was on an assignment at the Sevens Grand Prix Series in Moscow, reminded everyone of the propose of the meeting and introduced Amandine Guichard, a specialist in the sporting sector.

Creation of a Sevens Youth Competition for boys and girls
The second part of the meeting began with a review of all XVs Rugby competitions culminating in discussions, commentaries, critiques and proposals. These were always constructive and always kept the issue of finance in mind. The main theme was the creation of a Sevens Rugby Competition for young players (boys and girls). Jean-Claude Baqué’s view was to “agree in principle to a competition for players between 16 and 18 years of age sponsored by the Société Générale. “Seven’s Rugby is a very specific discipline and therefore we need to train a maximum number of young people as quickly as possible”, he suggested. Michel Arpaillange suggested that “we should explore and reflect on this issue and come up with a proposal at the AGM in December”.

The Assembly continued its work while the election was taking place, with Daniel Mitrea from Romanian acting as intermediary Chairman. The vote resulted in the election of 44 members. There are 13 new members representing 33% of the overall board. (See internet site).

Competitions : Improvements at Elite level require changes at youth level
In his introduction to the meeting devoted to competitions (Men’s and Women’s) Michel Arpaillange stated that “seven World Cups have been played since 1987. Six have been won by countries from the southern hemisphere with only one being won by the northern hemisphere (England in 2003). We therefore need to improve our standard. Any significant improvement will require a new approach at youth level”.

Regulations : David Carrigy goes the whole hog
Initially it was intended that Regulation 22 would be the sole subject of the IRB representative, David Carrigy’s address. However, he ended up giving a rather longer address in which he highlighted the responsibility of the Chairmen and Secretaries General to insure that the regulations are clearly understood and complied with, whether they be in relation to artificial surfaces, anti-doping matters or other issues. The 400-page IRB manual should not frighten us. “If you have difficulties, ask for explanations”, he urged. “We have produced a summary in English, French and Spanish which should make this easier for you.

862 artificial pitches in official use
The Andorran example was the first to be addressed. This is a publically owned pitch in the city centre, refurbished using 2 million euros provided by U.F.A. This represents two thirds of the overall cost, the government having provided the final third. The pitch was refurbished to host half a dozen international soccer matches. The other dates were assigned to rugby matches since the pitch dimensions meet with the required standards. It can accommodate 3,000 spectators.

Six Nations protocol agreement: France the only dissenting voice
Since January 2011 and following the Lisbon Treaty, the 6 Nations have been keen to participate in European institutions. A document implicating FIRA-AER, the IRB and the 6 Nations was drafted to help increase cooperation with the common aim of developing rugby and collaborating on field studies.

David CARRIGY : IRB-FIRA partnership has never been stronger
It was the job of David Carrigy, representative and spokesperson for the IRB Chairman, Bernard Lapasset, to conclude the General Assembly. He congratulated Jean-Claude Baqué and all the elected members and expressed his desire to get down to working with them as soon as possible. He paid tribute to Raul Martins for his activities on the Board and expressed his pleasure in welcoming his successor, Octavian Morariu. Octavian’s father, Viorel was awarded the Vernon Pugh trophy, by a unanimous decision, for his service to rugby.

Finances show a surplus in 2012
Before starting his two-fold presentation (accounts 2011-2012 and the budget for future competitions), General Treasurer, José Maria Epalza highlighted that 75% of expenditure related to the sporting sector and that this figure is on the decline. Jean-Claude Baqué responded by stating that the IRB was pleasantly surprised by this and noted that, apart from the two Board members and the two FIRA staff who receive a salary, everyone else participated on a voluntary basis.

A target of one million two hundred thousand players by 2015
In his address on competitions, Michel Arpaillange had already broached this particular subject by stating the need to “strengthen our competitions in order to catch up on the southern hemisphere (2 working groups, 6 Nations and all European countries) while remaining aware of the economic realities involved”. He probed the issue further with Douglas Langley in their address on the Prague Conference and the “Get into Rugby Europe” initiative. Their idea is to use the occasion of the World Cup in England to work on relationships between clubs and primary schools, using club coaches trained by FIRA-AER who will provide the funding and skills required.

162, 000 tickets on sale for Sevens World Cup in Moscow
The Russian administrative staff gave a comprehensive presentation, accompanied by documentation, of the event which will take place in seven months’ time. 11,187 tickets have already been sold. Various events for young people and a music festival are scheduled. Jean-Claude Baqué congratulated Russia on what he described as a “cocktail of sport and culture”.

Extension of partnership with Société Générale
In his opening address to the Board of Directors and the Ordinary General Assembly, Jean-Claude Baqué expressed, to Caroline Guillaumin, Communications Manager, his pleasure at being asked to speak on this special occasion and in such convivial circumstances. He spoke of the friendship they shared, describing it as a partnership in the true sense of the word. He thanked her for her help in the past and anticipated her help in the future (the contract has been renewed up to June 2016 with an increase of 22%). He thanked the bank for its sponsorship of the U19s Sevens Tournament which bears its name and assured it of FIRA-AER’s total support in the staging of this event.

U18 Justin Bridou Trophy : The Alps comes out on top!
The opening of the 89th General Assembly was devoted to what Jean-Claude Baqué described as, “Our leading light youth competition: the U18 Justin Bridou Championship”, adding that “Spain has set the bar very high” and expressing his hope that the Committee from the Alps would follow suit. This objective was indeed achieved and even surpassed in terms of the organisation of the event.
